The idea of “Circular textile flow” is initiated by the Sustainability and Certification Section, Testing and Certification Department of Taiwan Textile Research Institute (TTRI). Established in 2017, the purpose is to transform the intangible concept of sustainability into a tangible "knowledge flow", creating a new "value flow" through the "knowledge flow", and driving a virtuous circle of sustainable textiles.

In 2020, the comprehensive transformation and reversion will share the industry with the project achievements of TTRI on promoting circular economy over the years, and the collection of circular textile cases domestic and overseas. In the meantime, it connects the “Taiwan Circular Textile Initiative” and the “Management System of Eco and Traceable Textiles”. It is hoped that this website will become a highly interactive textile cross-industry communication platform and promoting an operation mechanism of the circular economy.
